Dane County and the City of Madison were notified this week that our requests for additional emergency rental assistance funds have been approved. That means more federal funds will soon be available to continue the Dane CORE 2.0 program.

The Dane CORE 2.0 application portal, which temporarily closed on September 15, will re-open at 12:00 am CST on Wednesday, October 5th for persons interested in submitting new applications and additional funding requests (AFR’s) .

Applications received prior to the September 15 pause will continue to be processed without interruption and eligible claims will be paid. It is not necessary to resubmit those applications when the portal re-opens. Anyone wishing to review the status of an application that has already been submitted to see if there are any open tasks and that all information is up to date should log into Neighborly

Please note that the program changes described in our previous message will go into effect for any applications submitted after the portal re-opens. These changes are designed to reserve funds for those households facing the greatest economic hardships. They include the following:

• Program benefits will be available only to those with household incomes at or below 50% of the County Median Income. (Previously, the income threshold was 80% of County Median Income).

• The program will provide assistance only for past-due (unpaid) rents.

• Only arrears accrued since July 1, 2021 will be eligible.

• Assistance will not be available for forward/future rent payments unless paired with security deposit assistance.

While we are pleased that our most recent request for federal funds was approved, we do not expect that any further funds are likely. We will stay in communication regarding any further program changes that might become necessary and to keep the community apprised regarding the availability of funds.

Dane County Emergency Rental Assistance – Dane CORE 2.0

Dane CORE 2.0 is a partnership between Dane County, the City of Madison, Urban Triage, Tenant Resource Center, Community Action Coalition, and additional community partners to assist households struggling to pay for rent and other housing costs. Dane CORE 2.0 can pay for many housing costs for eligible households, such as rent, utilities, and internet - but cannot pay for cable, phone bills, capital expenditures, or homeowner mortgage payments.

The Dane CORE 2.0 program has expanded from the first program and can now cover additional housing-related expenses. Eligible households can apply to receive payment for past-due rent, past-due housing utilities, past-due internet services, future security deposits, and future rent payments. Program requirements allow payments for:

  • Past due housing utilities (i.e. water, gas, electric) - telephone and cable not included
  • Internet Services (If bundled with telephone and cable a portion of the bill can be covered).
  • Past-due rent that you were unable to pay your landlord

You may also qualify for Security Deposit and Future Rent Payments if you meet one of the following criteria:

  • You have an eviction notice, or are at immediate risk of eviction
  • Your household wages are less than 50% of the Area Median Income
  • You are currently receiving Unemployment Insurance benefit payments
  • You have received a notice of non-renewal from your landlord at your current home

Eligibility Requirements:

To be eligible, all of the following five criteria must be true:

  • You or someone in your household owes rent to your current or former landlord, or know for certain you won’t be able to pay your rent next month.
  • You experienced financial hardship related to the COVID-19 pandemic, either directly or indirectly.
    • This includes receiving unemployment or having a significant reduction in income, incurring significant costs, or experiencing financial hardship during the period of the COVID-19 public health emergency - which remains ongoing.
  • You are at risk of being homeless or experiencing housing instability. You can prove this by showing:
    • A rent payment that is past due
    • A utilities or internet payment that is past due
    • An eviction notice
    • That you don't have enough income to pay a security deposit or your next rent payment
  • Your household income is less than 80% Area Median Income (AMI) updated 5/2/2022:
    • Household size of 1: $62,600/year
    • Household size of 2: $71,550/year
    • Household size of 3: $80,500/year
    • Household size of 4: $89,400/year
    • Household size of 5: $96,600/year
  • You currently live in Dane County or owe rent on a property in Dane County
  • You have a signed lease, and have your name as the primary leaseholder (renter)
  • Dane CORE 2.0 is required by Federal Regulation to prioritize payment of applications for those who are 50% and under the AMI, and/or are unemployed

Authorized Signature Forms and Security Deposit Forms should be completed and uploaded to Dane CORE application if applicable.
