Long Term Care Reform Spotlight

Dane County Human Services completed an Issue Paper: Planning for Change in Long-term Care in Dane County. The state has determined that Family Care expansion will roll out statewide over the next 5 years, replacing the existing long-term care programs (CIP and COP) for frail elders and adults with disabilities. Expansion planning began across the State in 2006. This paper has been distributed to policy makers to assist them in determining what option or Family Care model the Department should explore in the remaining months of our planning grant.

Planning for Change in Long Term Care

In February 2006, Dane County was awarded a $100,000 Long Term Care Reform planning grant from the Wisconsin Department of Health and Family Services (WDHFS). Dane County is working jointly on this initiative with Community Living Alliance, Inc., and Elder Care of Wisconsin, Inc. Rock County received a $30,000 grant from WDHFS in June 2006 and joined Dane County and its partners in the planning process.

The target groups for this initiative are older adults and people with physical disabilities. However, we will carefully consider incorporating services for people with mental health and substance abuse needs and people with developmental disabilities into the ADRC and the managed care program.

This is a planning grant, not an implementation grant, and the funding is for planning activities only. The grant contract reads “The grantee will engage in intensive planning activities to result in the development of a comprehensive written plan for expansion of managed long-term care in Dane County.” The written plan must be submitted to WDHFS by June 30, 2008. We will complete and submit the plan before then if at all possible. The plan will be the blueprint for a managed care program and an Aging and Disability Resource Center (ADRC).

After the planning process is completed, WDHFS will issue a competitive Request for Proposal(s) for operating a managed care program in Dane and Rock counties.

A series of Town Hall meetings has been scheduled in Dane and Rock Counties to provide information to parties interested in Long Term Care Reform and to provide an opportunity for stakeholder input and feedback on our planning process.
