Description
Through its Children, Youth, and Families Division, Adult Community Services Division and Public Health Division the Dane County Department of
Human Services offers a comprehensive array of alcohol, tobacco, and other drug abuse (ATODA) services with the mission of contributing to an
environment where children, families, and adults can participate successfully in the community.
The Department does not provide ATODA
intervention and treatment services directly . Rather the Department maintains contracts with community agencies and organizations to provide
a comprehensive range of programs and services.

The American Cancer Society web site offers facts about smoking,
tobacco, and health. The site offers a self-test to calculate how much you smoke and how expensive your habit is.
Help Your Teenager Think your teen may be experimenting with drugs or alcohol? The Parents: The
Anti-Drug web site helps parents to learn, evaluate, and take action for addressing their teens drug use or drinking.

General Eligibility

To receive ATODA services funded by Dane County, persons generally are required to be Dane County Residents.
Most alcohol and other drug
abuse services funded by Dane County are provided for persons without health insurance or the financial ability to pay for services. Persons may
contact service providers directly to request information on eligibility for services and funding availability.

Persons with health insurance should contact their health plan organization to get a list
of approved ATODA providers and services and to obtain any required referrals for service.
Persons without health insurance can contact
service provider agencies directly to determine their intake policies, service costs required, and availability of Dane County funding if eligible.

An array of services are provided by the Dane County Public Health Division, including:

Education and linkage to tobacco cessation resources;

Clean Indoor Air Law information for businesses outside the City of Madison;

Mini-grants that provide additional funding resources for tobacco cessation and prevention are available from time-to-time (Note that Tobacco Free
Dane County Coalition can not offer smoking cessation aids);

Peer Education Groups - to train youth to be peer educators in school and community settings;

Wisconsin Wins - provides point-of-purchase checks on sales of tobacco products to minors. The program provides the ongoing hiring of youth age

I. ARC Community Services
Center for Women and Children This is an intensive, twelve (12) week step-down program designed for women with
children. On-site childcare and AODA prevention/intervention programming for the children of enrolled moms is provided. Services include assessment and
treatment planning, family, group and individual counseling sessions. In addition to AODA education and treatment, a wide range of issues are addressed,
including but not limited to women's issues sexual abuse, domestic violence and parenting. Other services include life skill building, money management,
health education, vocational and educational assistance and referral for other services. Transportation assistance is also provided. Children 0-12 years
of age may receive on-site childcare in a licensed childcare center with a range of services including individual play therapy and diagnostic testing to aid
in the development of an individual educational program for each child. Aftercare services are available to mothers who complete treatment and desire
ongoing support. This program is available for referrals for jail diversion.
Healthy Beginnings The program provides day treatment and infant care services for AODA involved pregnant and
postpartum women and their infants. The target population is women in the W2 training program, minority women, low income women and women involved with the
criminal justice system. On site infant care, coordination of prenatal/postpartum medical care, coordination of off-site childcare services, and
transportation are made available as appropriate. This program is available for referrals for jail diversion.
Case Management Services This service provides intensive, assertive case management for women enrolled in the
six-month Treatment Alternative Program (TAP), or the Dane County Drug Treatment Court (DCDTC). Services include monitoring and supervision, home visits,
daily check-in, random urine testing, weekly criminality and women's groups, and advocacy. The service accepts only female referrals from the Clinical
Assessment Unit of the Mental Health Center subsequent to an assessment.
Integrated AODA/Work Services The service provides an integrated, multi-disciplinary, family-focused comprehensive
case management system to meet the needs of TANF eligible, W2 enrolled, and AODA affected women and their families. The project will address identified
service gaps in the AODA continuum through comprehensive case management, transitional housing, integrated AODA/trauma services and increased treatment
flexibility through outpatient services. The agency can also provide transitional housing and case management in safe, sober housing.
Alternative Living - Females The service provides Alternative Living for women involved in Dane County TAP, Drug
Court Treatment, ARC Center for Women & Children, ARC Healthy Beginnings, ARC House or another court specified AODA treatment programs in the County who are
in need of a safe structured living environment during the period of their treatment program. In addition this bed may be used at the discretion of the
court as an alternative to incarceration for pregnant women housed in the Dane County Jail.
II. Attic Correctional Services
Treatment Alternatives Program (TAP) Provision of intensive, assertive case management services including
monitoring and supervision, home visits, daily check-in, random urine testing, corrective thinking groups, and advocacy for the duration of this six month
program for AODA involved offenders. The service accepts only male referrals from the Clinical Assessment Unit of the Mental Health Center subsequent to an
assessment.
Drug Court Treatment Program (DCTP) Provision of intensive, assertive case management services including
monitoring and supervision, home visits, daily check-in, random urine testing, corrective thinking groups, and advocacy for the duration of this 6-12 month
DCTP for AODA involved offenders. The service accepts only male referrals from the Clinical Assessment Unit of the Mental Health Center subsequent to an
assessment.
III. Centro Hispano
New Routes Culturally specific case management and support for Latino offenders with the objective of avoiding
and/or reducing jail time. The general target group is Latino offenders ages 17 and up for whom language and cultural differences and service access
barriers contribute to their pattern of offending behavior and their presence in the Dane County Jail. This program will not serve serious violent offenders.
However it may include individuals who have committed criminal traffic offenses, other alcohol or drug related offenses, and various other misdemeanants and
are at risk of jail time. Priority may be given to those offenders who are serving time in jail.
IV. Coordinated Community Child Care
Child Care I/R and Training To make childcare available and accessible to low-income persons while in outpatient
alcohol and other drug abuse (AODA) treatment and to provide training to County or State regulated childcare providers and other community agencies on the
needs of children from AODA involved families.
V. Family Service, Inc.
Alternatives to Aggression Services provided are domestic violence treatment and prevention for AODA involved
offenders referred by TAP subsequent to assessment by the Clinical Assessment Unit of the Mental Health Center. Services include a comprehensive assessment
and structured group counseling sessions to address domestic violence and related issues.
PICADA - Prevention, Outreach, Information and Referral Services Provision of education and training, early
intervention, outreach, screening and assessment, information and referral of alcohol other drug involved or at-risk persons. Services include: anonymous
phone and walk-in information and referral services; a reference library; community prevention work focusing on hi-risk groups; individual and family
screening/assessment, motivational counseling; case finding and referral to appropriate services; and neighborhood based support groups.
PICADA-Educational Track/Drug Court Treatment Program This service provides a brief educational and intervention
program as part of the Drug Court Treatment Program. Persons participating have been screened and referred from the Alternatives to Incarceration Program.
The educational program consists of three classes of two and one half each for a total of seven and one-half hours. Classes include lecture, discussion, videos,
and exercises on reducing the risk of drug related behavior and problems. The brief intervention program consists of six weeks with weekly one and one half hour
meetings.
PICADA - Intervention This service is focused on mobilizing communities to reduce youth consumption of alcohol by
changing community policy and norms governing youth access to alcohol. This prevention service is provided in several communities in Dane County.
VI. Genesis Community Development Corporation
Exodus (prevention) and UJIMA (treatment) Services provided include outreach, information and referral, and
treatment services with alcohol and other drug involved or otherwise at-risk persons of color. Services include individual and family screening, motivational
counseling, case finding and referral to appropriate services, in-home and neighborhood based support groups, school and community youth education groups,
family awareness and parent-to-parent programs, and dissemination of HIV/AIDS transmission and reduction information. UJIMA services are provided in coordination
with the Fatherhood Program of the Urban League of Greater Madison.
VII. Hope Haven/Rebos United
Colvin Manor An eighteen bed facility for individuals who have attained sobriety, completed a residential
treatment program and are employed or have other means of economic support, but who, due to the absence of natural or community support systems, require a
semi-structured environment and the peer support of others in order to maintain their sobriety. Length of stay is open-ended.
Hope Haven A 22 bed licensed, Class A Community Based Residential (CBRF) living facility for individuals with
AODA related problems in two or more functional areas (legal, marital/familial relationships, health and/or employment and who are in need of a 24 hour
supervised, drug free, supportive living arrangement. Services include services plan development, AODA counseling, job counseling, peer support, and
introduction to and promotion of involvement with self help groups. Length of stay is 21 days. Admission restricted to ambulatory persons with the ability
follow directions and take independent action for self-preservation under emergency conditions.
North Bay Lodge A fifteen bed licensed, Class B Community Based Residential (CBRF) living facility for
individuals who are 55 years of age or older with histories of long term chronicity and numerous unsuccessful treatment admissions. Length of stay is
open-ended. Residents must be ambulatory or semi-ambulatory with the ability to follow directions and take independent action for self-preservation under
emergency conditions. Residents must also be able attend to their own personal care needs.
REBOS A 15 bed licensed, Community Based Residential (CBRF) living facility adult men with AODA related problems
in two or more functional areas (legal, marital/familial relationships, health and/or employment and who are in need of a 24 hour supervised, drug free,
supportive living arrangement. Services include services plan development, AODA counseling, job counseling, peer support, and introduction to and promotion of
involvement with self help groups. Length of stay is approximately 2 months. Admission restricted to ambulatory or semi-ambulatory with the ability follow
directions and take independent action for self-preservation under emergency conditions.
Hope Haven -Treatment Alternative Program Community based treatment to IV Drug abusers who are actively enrolled in
the County's Treatment Alternative Program (TAP). Referrals for this for service come from the Mental Health Center's Clinical Assessment Unit. Due to the
nature of their disability, these clients are unable to remain in their own homes and would otherwise be institutionalized.
Pathfinder - AODA Jail Pilot AODA treatment and case management program as a jail alternative for persons with
substance abuse problems that are sentenced for AODA-related crimes. The service is provided in partnership with the Dane County Sheriff's Office, Human Services,
Catholic Charities, and other local service providers. Services range from residential treatment and day treatment to aftercare/follow-up. "Wrap-around"
case-management services to address the multiple needs of each individual and coordinated referrals for women-specific, minority, mental health, language-barrier,
transportation, childcare, vocational, educational, re-integration, and other issues of special concern are provided. Clients released from jail custody to the
community may be on electronic monitoring (Sheriff's Office or State Probation/Parole).
VIII. Lutheran Social Services
Intoxicated Driver Program The service provided is outpatient treatment designed to improve driver safety through
completion of a driver safety plan. Services include ongoing assessment/diagnosis, treatment planning, monitoring and review, individual, group, couple counseling
and medical support services. Referrals are received from the centralized assessment facility subsequent to an OWI (Operating While Intoxicated) conviction.
IX. Mental Health Center of Dane County
Outpatient Services Outpatient treatment provided on-site, in-home or other natural setting for persons whose personal,
social, behavioral, and/or mental functioning has been impaired due to alcohol and/or other drug abuse. Services include but are not limited to assessment/diagnosis,
case planning, case management, counseling/psychotherapy (individual, group, couple, family sessions), and psychiatric and medical support services. Special emphasis
is given to serving women, minorities, and persons with dual disabilities.
TAP - Clinical Assessment Unit The service provided is the project coordination, screening and assessment service component
of the Dane County AOD Treatment Alternatives Program (TAP). Services are directed to offenders who have been convicted and sentenced for AODA-related offenses.
Services are also be targeted to jail inmates under state probation holds awaiting formal alternatives to revocation.
TAP - Outpatient Services Services provided are outpatient treatment services for clients in the Dane County Treatment
Alternative Program (TAP), and also for jail inmates under probation holds awaiting formal alternatives to revocation. Services are directed to offenders who have been
convicted and sentenced for AODA-related offenses. Services include but are not limited on-going assessment, diagnosis, case planning, counseling/psychotherapy and
medical support services.
Drug Treatment Court/ Clinical Assessment Unit This service includes liaison, project coordination and assessment services
components of the Dane County Drug Court Treatment Program (DCTP). The target population for the assessment services is all individuals that are referred from the
Alternatives to Incarceration Program subsequent to establishing eligibility for the DCTP. The target population for the coordination services is all individuals
admitted to the DCTP.
Drug Treatment Court/Outpatient Treatment Services This service provides treatment services to DCTP participants whose
personal, social, behavioral, and mental functioning has been impaired due drug abuse. Services are designed to assist adults in increasing their social functioning
and their ability to cope with stress. Services include but are not limited on-going assessment, diagnosis, case planning, counseling/psychotherapy and medical support
services.
Intoxicated Driver Program This service provides outpatient treatment designed to improve driver safety through completion of
a driver safety plan. Services include assessment/diagnosis, treatment planning, monitoring and review, individual, group, couple counseling and medical support
services. Referrals are restricted to those received from the centralized assessment unit subsequent to an OWI (Operating While Intoxicated) conviction.
X. Meriter Health Enterprise
Court-Ordered Drug Testing (General Medical Laboratories - GML) This service is alcohol and other drug testing (toxicology -
urinalysis) with youth and/or their parents when this testing is ordered by the juvenile court. GML is the local federally approved alcohol and other drug-testing provider
in the area.
XI. Meriter Hospital
Newstart Intoxicated Driver Program This service provides outpatient treatment designed to improve driver safety through
completion of a driver safety plan. Services provided include assessment/diagnosis, treatment planning, monitoring and review, individual, group, couple counseling and
medical support services. Referrals are restricted to those received from the centralized assessment unit subsequent to an OWI (Operating while Intoxicated) conviction.
Newstart Intensive Outpatient Program This service provides outpatient services as an alternative to inpatient treatment for
persons in need of an intensive, structured program who have stable living environments and do not require 24 hour medical supervision and are unable to avail themselves
of inpatient treatment. Services include screening, assessment/diagnosis, treatment plan development, individual, group, couple and family counseling, back-up psychiatric
and crisis intervention, monitoring and review, HIV/AIDS education and referral to other needed services.
XII. Outreach
AODA Information/Referral/Outreach This agency offers an array of services, including crisis intervention, information and
referral, counseling services, outreach and advocacy services primarily for gay, lesbian, bisexual and transgender (LBGT) persons of Madison and Dane County, Wisconsin.
Many of the services also benefit straight people interested in knowing more about being LGBT or about the area's LBGT communities.
XIII. Project HUGS
Parent AODA Support and Intervention This agency provides multi-disciplinary intervention, advocacy and case coordination
services to parents/families of alcohol and other drug involved youth, including those involved with gangs and cults. The agency also provides consultation to law
enforcement and other community agencies and groups.
XIV. Tellurian UCAN, Inc.
Detoxification and Detention Services This service includes protective custody and voluntary detoxification from alcohol
and other drugs (excepting barbiturates and benzodiazepines) in a 30-bed locked detention facility. Services are also available for persons under civil commitment to
Dane County. Services include 24-hour registered nurse coverage and on-call physician services.
Community Intervention Team (Street Team) This service includes case management services for persons who have multiple
psychosocial, economic and medical problems due to severe, chronic alcohol and/or other drug abuse and/or alcoholism. Specific services include ongoing assessment,
planning, service coordination, monitoring, advocacy and evaluation.
Adult Residential Program This program is an intensive residential treatment program for persons with severe alcohol and
other drug abuse problems. Treatment services are tailored to the individual needs of each client, while providing alcohol and other drug education, individual and
group counseling, recovery skills training, and recreational alternatives. Services are generally available for up to 90 days. The program serves Treatment Alternatives
Program (TAP) and Intoxicated Driver Program (IDP) referrals and other adults who are non-psychotic, non-violent and have no open arrest warrants pending.
Synergy Day Treatment Program This is a community based AODA treatment program for persons who are in need of an intensive,
structured day treatment program, who have an otherwise stable living environment and do not require 24-hour medical supervision, and are unable to avail themselves of
inpatient treatment. Restricted to AODA involved offenders referred by the Treatment Alternatives Program (TAP).
Network Day Treatment This service is a day treatment program that provides an array of services to adolescent youth and their
families. Adolescents are generally experiencing problems in their family, with alcohol and/or other drug abuse, in school and in the community and often at risk of being
placed outside of their home (residential or corrections placement).
XV. Thomas & Associates
Cool Choices This program provides case management, individual and group treatment and support for primarily young adult
African-American offenders as a jail diversion program. The general target group is African American offenders ages for whom cultural differences and service access barriers
contribute to their pattern of offending behavior and their presence in the Dane County jail. Persons to be served include individuals who have committed criminal traffic
offenses, alcohol or drug offenses, and various other misdemeanants and who are at risk of jail time or have been recently admitted to jail. Priority is given to those
offenders who are in jail.
XVI. University Community Clinics/Gateway Recovery
Outpatient Services This service provides outpatient treatment for adults and youth whose personal, social, behavioral, and/or
mental functioning has been impaired due to alcohol and/or other drug abuse. Services include assessment/diagnosis, treatment planning, individual, group, couple counseling,
monitoring and review and medical support services.
Intoxicated Driver Program- Outpatient This service provides outpatient treatment with persons convicted for driving while
intoxicated and is designed to improve driver safety through completion of a driver safety plan. Services include assessment/diagnosis, treatment planning, individual, group,
couple counseling, monitoring and review and medical support services. Referrals are restricted to those received from the County's centralized assessment unit.
XVII. University of Wisconsin Hospital and Clinics
Adolescent Alcohol and other Drug Assessment and Intervention Program (AADAIP) This program provides: (a) comprehensive alcohol/drug
abuse screening, assessment, intervention and referral services, including "fast track" emergency assessments for adolescents; (b) Juvenile Court Pilot Project (JCPP) screening;
(c) court-ordered assessments for Juvenile Court and municipal courts; (d) occasional parent assessments, (e) state institutional gate-keeping services (Anchorage); and (f) AOD
consultation services throughout the county. Although not funded under this contract, UW Hospital and Clinics, along with other community hospitals, provides 24-hour emergency
room, including detoxification, services for acutely intoxicated youth in Dane County.

If a person or family seeking alcohol and other drug abuse (AODA) services has private health insurance or Medical Assistance available, there is generally a specific service provider
that they are required to use (check with your health plan administrator).
Most AODA services funded by Dane County are provided with individuals and families without health insurance or the financial ability to pay for services. Persons may contact AODA
service providers directly to request information on eligibility for services and Dane County funding availability.
Some service providers have other sources of funding to help keep the cost of services affordable for individuals and families. Some agencies charge service fees based on the consumer's
ability to pay. You can contact agencies directly to inquire about fees for their services.
